That's an interesting question for an interesting sword. Because it can be tricky to tell the British P1796 Light Cavalry Sabre from the M1811 "Blucher" sword. Marks are the easiest way to distinguish them apart. The shape of features of the hilt, langets, back piece ears and blade can give clues as well. In this case we have no maker mark visible, but there us a mark on the blade that does look like a poorly struck Board of Ordnance mark. Also the rack numbers on the hand guard and toe of the scabbard are not typical of marks found on Prussian swords. In fact we would expect a series of numbers and letters on the langet. The back piece ears are quite unusual in the way they are shaped and curve and the langet is quite like a German type. But in my opinion it is a British made trooper P1796 LCS.
