I have a slight variation on that one with my V42.
(Also Ulster, but the Philips head is not on the bail.)
I think maybe the first issuance of the Philips head screwdriver - for the ski troop to adjust their ski mounts.

There wee 3 patterns of the Ulster utility pocket knife, yours with the Phillips screw driver not fixed on the bail with the U.S. markings on it is the 3rd pattern that was patented in October 1944. I have just the same. There exists documents and even cardboard boxes that prove it was issued to the 10th mountain. I'll try to find them in my database.
My bad, you are showing the 1st and 2nd pattern. The 3rd pattern doesn't have the cross lines on the metal fittings.
Santa came and brought me this . I was very happy
