That might be Finnish as they had the longer riveted closing latch, but they too had the webbing handle as far as i know!..
Definitely pre-war. Never seen one with a wire handle, but that doesn't mean anything. Rivet construction I always thought was WW1 era to early 1930s. I have various examples, just not an expert on em, just like the variations in construction.
Been sometime since I have been on this forum but your box is very likely to be WW1 or pre-war Russian. There are manyvariations including on the number of rivets used. I have 3 or 4 different boxes with wire handles. Some were clearly added to replace broken leather straps leaving the old holes but some without suggesting they were built that way.
