You are correct it is a ww2 Russian signal flare launcher, I also found that these were allegedly dropped into different countries in Europe and were used by partisan groups.

I’ve never seen one close up. It doesn’t appear to have any kind of firing mechanism, just a fixed pin.. Does it fire on closing?

After work I'll search my wartime infantry manuals. I vaguely remember seeing one explained in one of my manuals.

This is from a older auction but it tells you some general info on the launcher and as for the partisan info I read that on a Facebook flare gun page. Whether they were actually used by partisans I’m not sure, all just things I’ve found.

There's an old post about these on the Flare forum.
No one seems to know exactly what they are, but the consensus is they are at least Russian.
One individual mentioned 1930s Russian police to be used as a tear gas projector and as a truncheon.
But he did not post any evidence on it.
