    I believe the carrier is a waterbottle cover... odd.

    The "Carrier" is a pouch for a water bottle and appears to be missing the drawstring. It is not an E-tool carrier. The shovel is probably Soviet and from prewar/ early war period if so.

    I will add that I have a water bottle cover made from a prewar mess kit cover, so an e-tool cover made from a water bottle cover might be somewhat plausible. However, I think this is more likey a mix up.
