    a bell carried by Air Raid Precautions wardens during the war.

    i knew nothing about them until i read this (which includes a nice picture of a bell just like yours):

    a companion to the Gas Rattle (identical to a football rattle).
    It's my understanding that the rattle was used to warn of a Gas Attack, the bell was rung to indicate 'All Clear'.
