I don't think this flash identify RAOC,
during D-DAY USA used Overseas Movement Markingscode like this one :
Unit Serial Numbers :: Preparation for Overseas Movement Markings :: WW2 US Medical Research Centre

Canadians used this marks too,

On my Larg APck, marks are veriy similar.
