The roman numeral corresponds to recruiting districts within the third Reich. The number is a roll number, I am not sure if these are replacements or personnel working within each district.

I'm not sure there is alot of info on these but I'd always thought that they were either temporary ID's given to manpower under the control of Wehrbezirkskommando or that they were for administrative posts. A rollnummer 38075 doesn't fit into any military formation.
