"Kdr. d. Gend. Königsberg Pr." = "Kommandeur der Gendarmerie Königsberg in Preußen". It's for personnel on the staff of the Commander of the Gendarmerie Königsberg, Prussis. Rural police, no military connection as such.

And, as it is complete he was probably not a casualty (not impossible of course), considering that this is from the territory taken by the Red Army many of those in uniform (including the police) were trying to get into civilian clothes and dump every item linking them to any connection, in the eyes of the Soviets, to the Nazi regime. Remember that the city with the connection to the Teutonic Order and having been declared by AH as an "invincible bastion of German Sprit" it was bound to attract "special interest" from the Soviet forces! A police dog tag around your neck at the time of the fall of the city would likely be as good as a hangmans noose!
It might not be rare but I like it and find it very evocative of the time. I wonder what else was dumped at the same time?

Mark, near this dogtag was find some human bones and police uniform details
I hope the human remains and the location were reported to the authorities so the fallen would get a proper burial. And of course then the family could possibly be traced and they finally can have closure.
