Schutzmannschaft was the german Auxiliary Police filled with collaborationist of the baltic states during the war. This tag was owned by a Latvian.
That is a Ukrainian battalion, not Latvian.

Schuma-Arb.Btle. 284 and 285 were both formed in April 1942 and were reported as having been disbanded or destroyed in October 1944. Both were reportedly composed of Ukrainian personnel but neither are so marked with the (ukr.) suffix.

I thought this is Latvian as the unit was part of the Latvian Schuma
