I have seen this type of fabric before. I own a Soviet State Railways M40 (type) tunic that is made of this very same linen that I think dates from 1950X.
As yours' is an M43 Gymnasterka cut, I would think this is perhaps for Militia, NKVD (non-combatant), or one of the many civilian para-military commissariats that existed during the same time frame...
Of course, this is only conjecture on my part... As usual...

The material is not a bad for pre-war-war or early postwar, it is allways the same- "parusina", looks like a good summer walk out type gimnasterka
