Strange belt buckle.

Hi everyone.
I've found strange photo - soviet soldier with strange belt buckle. It looks like doubleheaded eagle upside down. Photo dedicated to soldiers brother and sent from the banks of the Danube in 1946. Was it normal?

I think it might be a military school buckle, though I cannot access my references at the moment...

Or a deliberate hole. Just like with German used trophy buckles.
But as said above, it remains guesswork and no one will know for certain due to the quality of the pic.

I tried some filters on my scanner - it didn't helps. The original picture is low quality
But the main question for me is - was it normal for Soviet troops in Europe to use any "strange" belt buckles in 1946?
