The cross is an Imperial 1914 made by KO in a ww2 sized frame.
small ring has been removed and replace sideways. My guess is
that someone has been playing with their soldering gun. whoever did
could not even get the ring centered on the cross
It could never be mistaken for a Knights cross or a Grand cross.
It really serves no purpose wat so ever.

I agree with Greg.
Most likely why you only received photos with the top out of focus.
You can just barely see the excess solder in the first photo.
