It was shoved between the button and the cloth, so Brasso could be applied to the button, without fouling the uniform.

I was addicted to the "Hokey-Pokey" but I've turned
myself around.
The odd shaped edges were also butted up to the brass tips on the webbing straps to enable polishing too !

Here's a couple of images to demonstrate.
The first is self explanatory.
The second shows a man polishing the buttons of an officer's uniform. The button stick is in his left hand and there are four buttons pushed into the slot. In his right hand he holds a brush.
Looking for LDO marked EK2s and items relating to U-406.....
As Paul states, the scalloped cutouts and holes mate to the fittings of the 1908 web equipment.
