Hello bob,
As far as I know, the IR 23 was not involved in the Battle of Belleau Forest. Between June 1 and June 3, parts of the 10th, 28th, 197th, 87th and 237th Infantry Divisions occupied the Belleau Forest.
Since there is a point after the number 23 on your piece, it definitely cannot stand for the 237th Infantry Division. I am also surprised that there are no signs of aging within the stamped letters etc. They look like new. Maybe you have more photos that can bring some light into the dark or another member knows more about it.
