OK I THINK I found my answer on the Kaiser bunker.
It looks like wappens with the Orb were all I.R.'s
and the scepter were Grenadiers or Garde.

I THINK that is right??
Would love a confirmation on that.

That is exactly what it is.
I can confirme this.
But can't help you with the history, as for why it is that way.

You also will find the same line eagles with globus and scepter with a different mention of head of state in the banderol.
Koenig or Fuerst depending of the state or Empire...
