If the rivets aren't marked, then I seriously doubt it is a cutlass frog. The loop on the cutlass frogs were designed to fit narrower belts, so the stitching is invariably undone to accomodate the wider pattern 1908 belt when they are sold as bayonet frogs. Additionally, the bayonet scabbard would be slightly loose in a naval cutlass frog.
Of the 3 cutlass frogs I have, 2 were sold as Pattern 1908 frogs and the belt loops have been widened.

Honestly, the markings do look a little dodgy to me, but the frog itself looks alright. As far as markings, WWI webbing is much harder to sort out as many of the extant examples' markings have faded away.

I'm not going to say that one is a reproduction, but I personally wouldn't spend a great deal on it because I am not certain.
