I can clearly see that it is holding the flag staff and way too much tail for the 7th D.
The upper scroll is not visible in the photo.

You are correct that the P03 leather bandolier is mostly associated with mounted troops but it was originally issued to infantry as well before it was deemed unsuitable for infantry use. The cavalry version had a further four pouches on the back but we can't see whether this one is such unfortunately. However, the bandoleer does not in itself preclude infantry.
