This is what I found, I pasted the description from the link in case it goes away at some point.
BELGIUM: WW1 Lapel - buttonhole Badge of
the Cross of Fire.
The Badge of the Cross of Fire was instituted
in Apr. 1933 (one year before the institution of
the Cross of Fire, 1934).
It was awarded to the still living, at the time,
military personnel, holders of the "Fire Card" -
a certificate issued to those who were actually
engaged with the enemy and had been
exposed to enemy fire during the Great War.
The Badge depicts a battle scene and on the
reverse is inscribed "Salus Patriae Suprema
Lex, 1914 1918" (The Defense of the Country
is the Supreme Law).
Just like the Cross of Fire later on, the
recipient had to purchase and pay for the
Badge himself.

Thanks Steve! I see there were two sizes of this boutonniere. This is the small version. The bigger version has printing on the back.
