They are members of the Hilfszug Bayern, which is also what the cufftitle says.

It will be "Hilfszug Bayern", but would be wondered if it was "Reichsautozug
Deutschland". For a short while the RAZ and HZB did wear practically the
same uniform (one with and one without collar-patches, as far as I know). The uniform
was known as Sonderhilfszuguniform. The RAZ started with SA-uniforms from
Hochland and was later a technical unt from the OSAF; the HZB was in 1938 a Motorsturm
from the NSKK. In fact both ere assigned to the Reichsleitung der NSDAP.
You can find more information about them in volume 3 for the series "Headgear
of Hitler's Germany", where it is dealth with (457-475) and volume 4 (452-472)
Wonder how long the right fellow lasted in this special force? I have not seen ever any
photo where a fellow is wearing glasses!!
Pulled this one from the net. The NSKK man might be wearing the same cuff-title:

Yes, he wears the cuff-title. He is from Motorsturm "Hilfszug Bayern".
The collar-patch at the other side has the indication 40M86 and as
he is from Motorgruppe Hochland, he is allowed to wear the specific
Hochland-Edelweiss. This all is noted in an order from January 27,
1938, as published in the NSKK-Verordnungsblatt. The order
mentions the cuff-title to be worn with the special uniform, as well as the
regular NSKK service-uniform.
