I don't think it is from Singapore Armed Force because Sing didn't join in the viet nam war. I think the Soviet Armed Force ??!!
The Soviets would not have English on their equipment. If you look at the date of manufacture code it says 7 09 which would be July 2009, so it's not Vietnam war era issue.

The SSN-number looks like a more usual NSN-number (National Stock Number). SSN could stand for Standard Study Number? Like NSN the SSN is a catalog system from the army, just a different one. More info: Army Logistician (Centralization of Cataloging Procedures for Nonstandard Materiel)
