Hi there.

I would say the abbreviation is for Abschnitt Bau Stab 40.

The section building staff 40 was set up during the mobilization on August 26, 1939 in military district VIII . The staff was formed from units of the RAD as an army force. After the formation, the staff was deployed in southern Poland. On January 15, 1940, the staff was converted to a military formation, relieving the RAD men. On January 29, 1940, the staff was renamed Commander of the Construction Troops 40 .
