    I am going to say no. I am not any kind of specialist on this topic but I did own a dog while living in Germany and had to have him tagged. Those appear to be regular civilian dog tags from varying era's.

    The top one, for example, appears to have the Bundesadler on it, so definitely post-war.

    Anyone who keeps dogs pays dog tax. But how did this tax come about in the first place? And since when have there been dog tags in Germany? Our object of the month for February tells about the long history of the small plaques.

    With the “Edict on the New Consumption and Luxury Taxes” of October 28, 1810, the Prussian King Friedrich Wilhelm III. In addition to taxes on servants and cats, birds and horses, there was also a tax on dogs for the first time. The idea behind it: If you can afford animals for fun, you can also afford a special tax. To prove that the tax had been paid, stamps were issued that had to be worn on the dog collar.

    Only those who kept dogs as working animals were exempt from the new tax, including guards, shepherds, shepherds, field guards, carters and butchers. Guard dogs on buildings were also exempt from the tax, but had to be chained when the gate was open, as were hunting dogs, which had to be locked up when not in use.

    Tax money for infrastructure
    From 1835 onwards, it was primarily homeowners who benefited from the dog tax in Berlin, as the income from it was from then on used for paving the sidewalks. But despite the new tax, the number of dogs registered in Berlin continued to rise. While there were around 6,000 dogs in the city in 1830, by 1850 there were already 10,000, which brought 20,273 Reichstaler into the city's coffers. From 1901 to 1910, the city's revenue from the dog tax rose from 593,581 to 830,231 marks.

    In 1908 - the year the Märkisches Museum opened - the dog tax was 20 marks annually. Today around 105,000 dogs live in Berlin. For the first dog you have to pay 120 euros to the city tax authorities and for each additional dog you have to pay 180 euros. The city's annual income from this tax was 11 million euros in 2017.
