I assume this is an RAD disk but it look like it is missing some info any ideas?

I think that might be harder than you think, Arbeitsgau I Ostpreussen, Abt. 4/11 is yet to be identified, there is mention of K 4/11 Deeden, K being 'Kriegsbesetzung' or wartime service, odd that it is missing some vital information.. G
