IMO the top badge is for a parachute instructor of the 1968 type, of the middle or later period issue of this type in that it's of one piece construction.
The lower badge is for an excellent parachutist, again of the 1968 type of an early to middle era of production.
Neither are rare or valuable but both are great examples of the 'brass & enamel' era of Soviet badges.
