The stamp says: управление 42 Independant Guards Smolensk Red Banner Heavy Tank Brigade.
Document for the Victory over Germany medal, issued to Guards Major Ivan Grigorvevich Patoka, dated 20 February 1946 by the Commander of the 42nd Guards Smolensk Red Banner Heavy Tank Brigade Guards Lieutenant Colonel (???), Serial # I0273332.
I just need help with the name of the commander and I can't figure out what управление means in the stamp title so any help will be much appreciated!
Guards Major Patoka earned quite some awards during his wartime carreer. He got an Order of Red Star in 1943, a Bravery medal in 1943, an OPW II in 1944, an OPW I in 1945 and in the postwar years he was awarded a Medal for Combat Merit and an Order of Red Star, both for long-service.
I would translate "Управление" as "Administrative Office" or "Management Office" of the 42nd Separate Guards Heavy Tank Smolensk Red Banner, Orders of Suvorov, Bogdan Khmelnitsky, Red Star Brigade (42-я отдельная гвардейская тяжелая танковая Смоленская Краснознаменная, орденов Суворова, Богдана Хмельницкого, Красной Звезды бригада). I am unable to make out the Lieutenant-Colonel's name on either document.

Viktor Andreevich Ivanov went on to become a Mechanical Engineer, Director of the Zaporozhye Transformer Plant in 1958-1962 and in 1965-1978 (since 1971 - General Director), Hero of Socialist Labor (#15834, 1970), Laureate USSR State Prize in Science and Technology (1978), and Honored Mechanical Engineer of the Ukrainian SSR.
