Looks to be a voenkomat award. Voenkomat medals were “catch-up” awards for those who didn't recieve one during or shortly after the war.
It's a Voenkomat medal indeed. It is awarded for wartime service, but has been handed out (many) years after the war. You can imagine the massive amount of paperwork needed to be done immediately after the war, so awarding decorations took quite some time, especially with needing the approvals of commanding officers. So not all veterans got their awards immediately but for some it took some years before the paperwork was up to date and awards could be handed out. The soldiers/veterans, many not even in active duty anymore got their documents and with these could pick up their awards at the local Voenkomat office. And this is one of those.
