It reads 'Berlin Order of Kutuzov' as you probably already know.

The Berlin Order of Kutuzov was a Motor Rifle Division from 1939 to 2016

I think it's some sort of commemorative (tourist?) pin celebrating 30 years (flights?), 1938 to 1968, Berlin, with a facsimile of an Order of Kutuzov. The aircraft appears to be a Tupolev Tu-16 (Badger). Can we please see the reverse?
