Well I think it has been repurposed by the Turks as D E C is Canon 75 de Campagne (French)
145 L ~ could be the lot number
C = Cordite loaded
Thats about what I think it could mean
17 obviously 1917 DOM
TE Poudrerie de Toulouse France !
