    Hi Rob,

So I've managed to find an ageing frenchman that claims to know about a Delivery of french (schneider-creusot) shells to Turkey before the Balkan war for Testing purposes. The shells we're almost completely filled with inert Material except for a small space behind the fuze which housed the visual effect, the fuzes were very real. The Turks turned down the french offer and instead accepted the German offer from Krupp.
Unfortunately He can't remember where He found the information so I can't corroborate.

If anything turns up I'll let you know
