Whatever it is it’s had a hard life, and might be a homemade alteration.

Yeah the "What Da" and "Could have Been" are high with this one. Maybe combat modified or Post war working tool
The rivets on the handle look to be original and they have not been removed/reinstalled. So it was not "Put together" but just taken to the workshop and ground down.
I tried to ZOOM in but can't tell..
Has the blade been sharpened?
Has the blade been chrome plated?

I think it was sharpened, I’ll get some more photos next time I see him.

From the fuller shape it looks like a low quality cheap piece, with removed hook, the grips looks origin there.
