Complete Unused MK2 helmet 1941 dated

Hello guys
A new helmet arrived today
Its a 1941 dated MK2 in a real good condition
Liner made by TTC in the year 1940
It have a raw brown paintjob outside and inside it is green
light raw.
It i heavier textured than my 1939 dated one
The size is very Big and it have remainings of paper on the liner cross
The Size would be painted on the top with a red chalk
A number would be sewed to the chinstrap
Was this helmet property of an army arsenal or only a Civil helmet?
