Unusual. Not one of the more commonly known European M1 versions, that's certain. I did think it might be Spanish, but I cannot find that specific type of strap/adjustment buckle in my photo files or on Joseba's website - ESPAÑA - which is the best source of info for Spanish M1 copies.
Maybe Asian, South American, - who knows. That strap might simply be a local repair! I have not seen this strap type before. The shell, though, did make me think of a particular Chinese version of the M1 CHINA M-I
I agree that the helmet is a M1 clone.

I think I see a Turkish M1 helmet here too.
Turkish army usually VDN Helmets at 80's. First i thought as painted vdn but bails is not vdn this is different. I cant found any turkish m1 helmet details and i cant see Turkish m1 bails. Can we say %100 Turkish M1 ?
