Lots of wrong details in it, since then so much has been learned.

In 1938 the army was refurbishing their Mk1 helmets, to be called Mk1*, and also receiving the new Mk2 helmet.
The new Mk2 helmet was painted in a smooth khaki green colour, inside & out. If being issued to the military it was over sprayed on the outside with a non reflective textured coat of textured khaki green.
The smooth khaki green painted Mk2's were for use on the home front, and were used like that up until early 1939, whence they went over to painting them black.
But as we all know, you can never say 100% of the time the smooth painted helmets went to the home front only, during 1940 for a short while with a shortage of helmets some might have been used.
I would only class textured ones as military used myself.
