Member Kris can proably help but he appears to be in a Belgian army uniform, perhaps WWI or maybe interwars or the start of WWII, I do not have much knowledge on their army, but I doubt they changed much between the two periods. The red collar facing is either for infantry I think. As I said Kris will be the best to help you.

It looks like a Belgian ww2 era uniform. Maybe commissionned officer, they got to wear the sam brown belt and wore the gloves. Nice picture. Rue Royale 33 is in brussels.

Could u gues what rank he could had have?
and i found some info on the internet, they used this kind of uniforms from the late 1800's-1914 or 1918
but i cant find its an officer or not, there are no websites who are specialised in these uniforms
