This isn't a British official decoration, military or civil.
It looks relatively newish - perhaps it was an award from some other organisation that your uncle belonged to? A better and more detailed photo of the decoration, and its reverse might give a clue. Incidentally, the cross of the decoration is of the 'botonee' type.
The reverse is blank apart from one rivet holding the shield to the cross,
He did work with French and Belgian resistance. (Groups unknown).
