So, this being the case if the man in question was in the VTC he could have been one of those who were too old for WWI but who had served overseas before 1914 and could possibly be entitled to medals from Victorian campaigns for instance.

However, in the context of this thread topic that is no help at all as there is no chance of getting those re-issued. In any case the original question was about WWI medals and between the replies above I think we have managed to answer the question fairly well with the short answer being "no"
