What IS this!?

I need some help identifying this piece of equipment. At first I thought it was possibly a shovel cover, but it isn’t enclosed. It’s just a cut of canvas with two straps that appear to be designed for going around something. There are loop holes along the top for a belt or another strap. The leather piece has no holes for hooking to anything.

Any help or ideas are greatly appreciated!l
