It's a booklet handed out to partizans during WW2. Very nice document.
This is a very strange document.
He, as a document, massively appeared on the territory of the Ukrainian SSR in the late 1960s and early 1970s. Appeared with a single purpose: to receive benefits from the state. (discounts on rent, food gifts for the holiday, etc.)
It's also funny that this document was issued only on the territory of the Ukrainian SSR (Ukraine)
Naturally, both real partisans and ... lovers of freebies (scammers) received certificates
The original certificates must always contain photographs of the period in which the certificate was issued, i.e. at the moment (in this case, 1970).
And now pay attention to the photo - it depicts a young man, no more than 20-25 years old!
Summary - someone pasted the photo without understanding what he was doing.
This document can be safely thrown away - this is a partial original with a new photo of an unknown person pasted over. Those. for history as a document, this is already a fake.
