Need help authenticating an NKVD permit card!

Good morning, a few days ago I stumbled upon some sort of an NKVD walking permit card from the Armenian SSR. By handling this card, you have a permit to walk in the city of Yerevan between 12am to 5am. The card is ostensibly dated to 1943. My question is, do you think that this card is authentic? would people fake such permits? Thank you in advance.
