Hi Toccoa
My Guess is that these are post war, before WW2 all dutch military documents were written in dutch.
After the liberation of the Netherlands in WW2 the Dutch army adopted a lot of equipment of the British and American army and may have also copied these prisoner of war tags to which they also added dutch text.
Documents were also written in both Dutch and English because many British and American troops remained in The Netherlands after the war.
Maybe worth mentioning but in 1945 Indonesia a colony of the Netherlands declared themself independent, to which the Netherland responded by sending around 180.000 troops to suppress the local uprising. The Netherlands where supported by around 45.000 British troops. maybe these tags were used there?
here's a wikipedia link about the Indonesian war of Independence.
