* It appears to be the rifle pattern
* 1845 Pattern?
* I know these were imported in the US during the Civil War
* Is this a German made blade?

A genuine sword of the Rifle Regiment type, could be an 1827 type. The maker I agree is likely German, possibly Friedrich Herder, the proof slug with the Fleur de lis mark was used by various German makers of British swords. The brass work on the scabbard may be a later enhancement.

From the images most probably a replacement scabbard and/or parts. Originals should be either steel or leather with steel fittings. Best Regards, Fred
