I showed the pictures to my brother who said he thought it was an Arty Cap too. So he sent me a picture of his Arty Cap (it's a fake) his Lufty cap on top of his Panzer tunic with pink piped collar tabs for comparison. He said it might be something else. I showed him the other pics of it outside and wasn't convinced as it didn't match his Panzer uniform tabs.
