When I got this it had a small paper tag on the side that read "1930" and "54". I cant seem to find that tag at the moment but will look harder in the morning and post it.Let me know if you need more pics. Tell me what you guys think.

That would be my opinion - civilian - as Benvk has said.
'1930' is most likely an item number, and not the year it was made..

I agree. The only true HJ hats are the ones that have an RZM tag in the lining, and an RZM marked buckle. They are actually somewhat rare, as they continued to be worn after the war.
