Sweatband is replaced.
Tag probably a transplant from another hat.
No HJ visors were set up in this configuration -- if real, it should have colored piping around the crown when a plain band is present.

thank you! the band on the crown was blue, but faded out… unfortunately
OK, I see it now--it is correct for Flieger HJ.
Good hat, but w/ a replaced sweatband.
