Hello Al,
I am certainly no specialist for NSB but make, shape and materials of this cap look like an early German miner's cap rather than a Dutch-made one. (Was there a ring of colored piping around the crown in NSB visor caps?)

It looks like a n NSB arm shield used on a incorrect hat, to me.

Chris is spot on. This is a Weerbaarheidsafdeling sleeve insignia, not a cap insignia. So for sure the cap received some creative attention.
The Dutch made visors are a tricky one because there is a much diversity in materials, liners and chin straps.
Most were made by the J.P. Mol firm from Breda.

Thank you Jan, Chris, Wolfgang and Jelmer. Of course you are all right about this dubious visor. The characteristics that stood out to my eye were the chinstrap, overall material and oversized insignia as Chris pointed out. Of course Jan this being your area of collecting I appreciate your expertise. This is another example of the fabricated headwear often seen listed on emedals unfortunately.
