I agree with you Ostlanddigger, Your country had a rich history during WWII and this sidecap could have been made for one of the military/paramilitary formations that existed at the time. I'm sorry i can't help you more, pehraps you'll get an answer from a friend at home. As Sebastien said....black cloth.....in France, if a black beret doesn't look too civilian, it's got to be from the Milice....(lol)
