I like the fabric of this cap. What I don't like too much is the bill/visor (particularly the black reverse of it) which I know from (East-European) reproductions, the chin-cord (this is not Lackleder), the way the lining is sewn, the sweatband and wome other details.
Considering how many of these were produced during the short period when this was allowed and how few of these have survived the only conclusion can be: reproduction. The only one I know who owned a green-piped WSS cap (why is it a Sonderführer cap - green was for Gebirgsjäger [I am not sure whether it was this green, however]) was F. B., see here (post # 33, but the entire thread is very revealing):
Thoughts on this SS artillery red piped NCO's Schirmmütze
I don't know a thing about insignia, so I can't contribute anything there.
IMHO it's a nice reproduction, nothing more. Let's see what the specialists for this kind of cap have to say.
For WH Sonderführer caps (never heard of an SS Sonderführer cap) see here:

Thanks for good comment and thoughts. I just assumed it was Sonderfuhrer, but when I see the vrbrightness of the green piping compared with the WH cap.... yes, probably a Gebirgsjäger.

If memory serves me right, these were part of a series of fake that came out of Austria in the 1980s.
