I would tend to go along with the religious connection, given the presence of the "IHS" monogram.
Found on many Chrstian artifacts, the nomen sacrum "IHS" is the monogram for Jesus Christ. It is derived from the first two and the last letter in the Greek spelling of Jesus [ΙΗΣΟΥΣ].
It is also interpreted as Iesus Hominem Salvator [Jesus, the Saviour of Man"] or "Iesus Habemus Socium" ["We have Jesus as our companion"].
Whatever it is, I don't think it has anything to do with the Bund Deutscher Mädel.

For some reason.. I believe that the straps may have been put across an object.. I have searched and yet no answer... A long shot is a "Horse" ... The BDM were very active in in all sorts of physical education and practice... JMO of course... I hope you find an answer... G
