Help! question about hitlerjugend bracelets

Recently, I purchased this fabric.
It's old, it doesn't react to black light.
Apparently it is part of an uncut bracelet factory fabric.
It's a little thinner than I expected.
The bracelet that is seen complete measures: 15.5 inches long and 4.7 inches high approximately.
The fabric piece in total measures: 20.8 x 15.3 inches.
Has anyone ever seen something like this?
I would like to know your opinion, since I don't know much about bracelets.
